Background 

SoCha intends to submit a proposal to provide monitoring and quality assurance services for Swiss-funded development and humanitarian projects in Ukraine, including providing Third Party Monitoring (TPM) services. The three strategic areas of focus relevant to the evaluations will be: 

  1. Economic Recovery.
  2. Public sector service support and reform.
  3. Protection of civilians. 


Overall services provided under this project will include monitoring 10-15 projects annually, undertaking Partner Risk Assessments (PRAs), providing procurement audits, delivering semi-annual monitoring reports, and organizing bi-annual events focusing on Monitoring, Evaluation, and Learning (MEL) to reflect on the findings. 


SoCha seeks a highly qualified individual to fill the role of Field Coordinator. The position will be based in Ukraine and is contingent on contract award and approval. SoCha will be recruiting for two Field Coordinator roles, one for Lot 1 (focusing on the overall TPM services mentioned above) and another one for Lot 2 (focusing more so on TPM of private sector activities).


Scope of Work 

The Field Coordinator will support the design of oversight of activities throughout all stages of work. He/she will support the Program Officer and Team Leader in ensuring all deliverables are completed with high adherence to quality standards in addition to providing operational and logistical support to field-based staff. The Field Coordinator will fulfill the following responsibilities: 

  1. Directly responsible for the detailed planning of all key third-party monitoring work processes from pre-deployment, through to data collection and field work to post-deployment and reporting.
  2. Compile stakeholder call lists and conduct all courtesy and introductory calls prior to field team arrival.
  3. Contribute to the planning and oversight of a detailed work plan for TPM activities and ensure that the staff and funds are coordinated effectively and efficiently in the delivery of high-quality deliverables.
  4. Support the liaison with implementing partners to obtain necessary documents and information for tool development, planning, and logistics to carry out site visits.
  5. Contribute to the routine monitoring of evaluation activities workflow processes and problem-solving against constraints experienced in consultation with the Team Leader and project team members.
  6. Support the development of data collection tools and facilitating training, as needed, for data collectors.
  7. Other duties as assigned. 

 

Minimum Qualifications and Experience 

  1. A bachelor’s degree or higher in political or social sciences, economics, development studies, or a related field.
  2. At least four (4) years of increasingly responsible experience in MEL/TPM, data collection, and consultant/subcontractor supervision.
  3. Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks.
  4. Prior experience working in TPM projects, ideally in Ukraine.
  5. Experience in data analysis and management.
  6. Familiarity with standard/office IT applications including program management software.
  7. Demonstrated ability to produce and edit reports and technical documents.
  8. Professional communication skills and strong proficiency in written and spoken English. Fluency in Ukrainian is an additional asset.
