Background
SoCha is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management activities within its portfolio. Over a period of five years (2022-2027), MRCS is providing this technical assistance to the Sahel Regional Technical Office, Sahel Regional Program Office, the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) activities in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.
SoCha seeks a highly qualified Procurement, Logistics, and Security Manager to join SoCha’s MRCS team. The position is full time and will be based in MRCS’s country office in Niamey, Niger. The Procurement, Logistics, and Security Manager will work under the direction of the Director of Finance and Administration.
Responsibilities
Logistics
- Oversee responsibility for all logistics activities of the project.
- Effectively coordinate staff travel and driver movements.
- Ensure and coordinate the administrative management of vehicles with drivers, including:
- Ensure diligent and correct completion of the vehicle’s logbook.
- Ensure regular monthly monitoring of fuel consumption.
- Monitor and analyze activities on vehicle fuel cards monthly.
- Ensure the updating of vehicle administrative documents.
- Ensure the proper functioning of the generator and reconcile monthly generator fuel card usage records.
- Establish, maintain, and update the inventory list of project materials and equipment as well as carry out periodic checks to ensure that all materials and equipment exist, are marked, and updated in the inventory list.
- Coordinate travel arrangements for country staff and visitors.
- Ensure periodic verification of the level and use of stocks of office supplies.
Procurement
- Support and monitor procurement and ensure compliance with relevant procurement-related procedures, ensuring full conformity with SoCha and USAID policies and regulations.
- Collaborate with teams and staff to draft contracts with vendors and service providers related to logistics.
- Write Request for Quotations, performing bid analysis and any selection memos in accordance with USAID and SoCha policies.
- Promote and manage all relationships with suppliers and service providers, perform due diligence where necessary, and ensure compliance with the terms of their contracts or service agreements.
- Create and maintain a database of approved suppliers and carry out the necessary due diligence for each one.
Security
- Ensure appropriate safety protocols and procedures are in place, implemented, and maintained throughout all operations, including all aspects of travel in the field.
- Stay continuously informed of the security situation in project areas through research and networking.
- Inform and raise awareness among project staff of security information in planning project activities, including:
- Field travel analysis of the security environment in the areas to be covered, identification of local security contacts in the field, and coordination with security personnel at implementing partners' facilities.
- Briefing and informing short-term incoming consultants and home office staff upon arrival.
- Review all project activities to ensure that appropriate security protocols are followed for public events in Niamey.
- Maintain real-time monitoring of all ongoing activities in the Sahel.
- Ensure that long-term expatriate staff reside in secure housing.
- Manage and ensure quality control of services provided by our external security providers under the supervision of the line manager.
- Represent the project on safety working groups and coordinate committees as decided by project management.
Minimum Qualifications and Experience
- Minimum of a bachelor’s degree.
- More than five (5+) years of experience serving in a related position, overseeing logistics, procurement and security.
- Proficiency in Microsoft Office applications, particularly Word and Excel.
- Experience in negotiating vendor contracts (including price levels, terms of delivery, etc.)
- Experience in conducting comparative cost analyses.
- Demonstrated knowledge of USAID procurement rules and regulations.
- Demonstrated knowledge of the security environment of Niger with proven contacts in the security networks.
- Exceptional organizational skills and attention to detail.
- Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
- Proven capacity to take initiative and willingness to learn new skills as needed.
- Strong work ethic and the ability to work well independently and as part of a team.
- Proficient in both English and French (spoken and written).
